Two governmental experts, Dr. Thida Oo, Director General for the Legal Advisory Department at the Office of the Union Attorney General, and Mr. Kyaw Win Thein, Chief of Police, Financial Investigation Unit at the Ministry of Home Affairs, attended the UNCAC Second Cycle Review Meeting in Abuja, Nigeria, from May 10, 2017, to May 12, 2017.
The anti-corruption agencies in Nigeria include the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Code of Conduct Bureau (CCB), the Code of Conduct Tribunal (CCT), the Technical Unit on Governance and Anti-Corruption Reforms (TUGAR), the Nigeria Extractive Industries Transparency Initiative (NEITI), the Bureau of Public Procurement (BPP), the Fiscal Responsibility Commission (FRC), the Nigeria Financial Intelligence Unit (NFIU), along with other senior officials. Additionally, three experts from UNODC, one expert from Ivory Coast, and two experts from Myanmar were present.
The aim of the visit to Nigeria for the Myanmar delegation is not only to review Nigeria's practices but also to study best practices that can provide valuable input for Myanmar's Second Cycle Review. Nigeria's anti-corruption agencies, social organizations, financial institutions, the Attorney General's Office, the Ministry of Legal Affairs, and the Anti-Illicit Financial Flows department were discussed, and the requested data was fully provided. Nigeria is in need of developing a National Anti-Corruption Strategy and enhancing effective cooperation in implementing Chapters II and V.
Experts, including those from UNODC, reviewed the articles of UNCAC and issued recommendations based on the fact that Nigeria needs to adhere to the detailed provisions of UNCAC, despite already having a robust legal framework. The Myanmar delegation has brought these recommendations to prepare relevant organizations, facilitate effective discussions and responses, establish administrative procedures, and make other necessary preparations for the second cycle of UNCAC.
